The Qualifying Agent Process in Georgia
If you operate a construction company in Georgia and you want to legally pull permits and perform work under a licensed structure, you’ll need to engage a Qualifying Agent (QA) to cover your company if you don't already have one. In Georgia, when a business organization (such as an LLC or Corporation) seeks a general contractor license, it must designate a licensed individual as its Qualifying Agent.

Steps to Becoming a Qualifying Agent for Your Company
1. Company Registration: First, your company must be registered and active in Georgia (for example, an LLC via the Corporations Division of the Georgia Secretary of State).
2. Choosing the QA: The individual selected must meet the QA eligibility requirements. Under Georgia rules, the qualifying agent must be at least 21 years old, of good character, possess the required experience or education in the construction field, and be financially responsible.
3. Application & Documentation: The QA applies under the correct license category (General Contractor, Limited Tier, etc.). The application checklist includes items such as: completed and notarized application, proof of insurance (general liability, workers compensation if needed), net worth affirmation, background check/credit history, business organization letter of authority, and, where applicable, examination transcripts.
4. Examination (if required): If the QA candidate has not previously been licensed or is under a new tier, there may be an examination required. The exam covers topics such as building codes, construction ethics, estimating, plan reading, contract law, and Georgia construction regulations.
5. Approval & License Issuance: Upon successful application review, submitted documentation, and (if required) examination, the QA and the affiliated company are issued the license by the Licensing Board. The QA is then officially responsible for the company’s contracting operations.
